He allegedly signed a deal worth Sh4.6 billion for a planned metro transportation system. Michael Kamau, CS, Transport and Infrastructure He allegedly looked the other way when construction firm Kundan Singh and ministry engineers disregarded a consultant’s design in the construction of a road in Bungoma County, leading to embezzlement of funds. Nduva Muli, PS Transport He is being investigated for irregularly selling property of Kenya Railway Corporation when he served as its managing director. He is also accused of influencing procurement at the KRC and other State corporations under his ministry. Jane Waikenda, Former Director of Immigration and current Deputy Head of Mission, Kenyan High Commission in Pretoria She is accused of having a hand in issuing work permits and visa to individuals of questionable criminal records. Samuel Tunai, Governor, Narok County EACC is investigating him for several allegations of irregular procurements, mismanagement of county revenue, nepotism, levelled against him and several senior officers in his county government. Cyprian Awiti, Homa Bay Governor He is being investigated over Sh200 million irregularly paid to an investor for proposed Agro City Project. The investors are said to have “disappeared” after receiving funds. Gladys Shollei, former Judiciary Registrar She is accused of making illegal procurement in the purchase of a furnished property for the Judiciary, and direct procurement for goods and services for repair of CJ’s parking area. Felix Koskei, CS, Agriculture, Livestock and Fisheries He allegedly gave permits under the table to some importers to bring in sugar without going through open tendering, which is against procurement laws in Kenya and Comesa rules. Francis Kimemia, Secretary to the Cabinet He is accused of using his office to deprive former employees of Kenya Railway Corporation houses meant for them to buy; and irregular award of a Sh1bn tender in Interior Ministry. Marianne Kitany, Chief of Staff in the Office of the Deputy President She allegedly diverted Sh100 million to mobilise MPs in the abortive campaign to impeach Devolution Cabinet Secretary Anne Waiguru. Johnstone Kavuludi, Chairman of National Police Service Commission Mr Kavuludi is under investigation for alleged financial impropriety. He allegedly made several trips abroad but did not account for the money. Caroli Omondi, Former Chief of Staff in Office of the Prime Minister He is implicated in the sale of a Sh400 million parcel of land belonging to KCB. KCB is said to have agreed to sell the land situated on Loita Street in Nairobi. Alfred Mutua, Machakos Governor He is accused of irregularly purchasing 14 Subaru cars for all county executive committee members through single sourcing. The cars were allegedly overpriced. Amason Kingi, Kilifi Governor He is implicated in the irregular procurement of the Governor’s house at Sh140 million without following procurement procedures. Bitange Ndemo, Former PS, Information and Communication He is accused of irregularities in the procurement of Konza Ranch for the proposed Konza Techno City, together with eight others. The case is in court. Johnson Muthama, Machakos Senator He is accused of colluding with Mr Ndemo, Mr Musengi, Mr Mabeya and several other people in the irregular purchase of Konza/Malili Ranch. The case is in court. James Oswago, Former Chief Executive of IEBC He is accused of irregularly awarding tenders during his time at IEBC for the procurement of electronic voter identification devices. He is charged in court together with other officials, Wilson Shollei, Edward Karisa and Willie Kamanga. Case is still in court. Godana Doyo, Isiolo Governor He is implicated in fraudulent and illegal document purported to be supplementary appropriation budget at Isiolo County. He is also accused of irregular appointment and promotion of individuals in Isiolo. Alfred Keter, Nandi Hills MP He is under investigation for breaching Chapter 6 of the Constitution on integrity by using foul language and intimidating government officials at a weighbridge. He faces these investigations alongside nominated MP Sonia Birdi. Okoth Obado, Governor, Migori County There are various improprieties in the county government’s dealings touching on procurement, misuse of funds and conflict of interest over use of amounts exceeding Sh600 million. Isaac Ruto, Governor, Bomet County He is accused of hiring ambulances at Sh650,000 a month each from the Kenya Red Cross through single sourcing and mysteriously accumulating wealth that includes earth movers, a helicopter and a palatial home. Dr Silas Simiyu, MD, Geothermal Development Corporation There is an inquiry into procurement irregularities and award of tenders for land rigs, financial improprieties and gross staff mismanagement at the GDC. Richard Lang’at, Managing Trustee, NSSF He is accused of flouting procurement rules in the award of a tender for design, supply and installation of a security surveillance system. He is said to have influenced award of the tender. Peter Kebati, former MD, Mumias Sugar Company He is accused of having a hand in importation of 10,000 tonnes of sugar which were then branded as Mumias-manufactured. Rebecca Nabutola, former PS, Tourism Ministry She is under investigations for an alleged illegal award of a tender for the construction of Catering Levy Trustee’s headquarters on Valley Road. Ababu Namwamba, Budalang’i MP and Chairman of Parliament’s Public Accounts Committee He is accused, alongside his committee members, of receiving a bribe of Sh1.5 million from former Interior PS Mutea Iringo to remove his name from a PAC report. Paul Wasanga, Former CEO, Kenya National Examinations Council He is under investigation for receiving a bribe in the award of a supply tender for examinations materials. Evans Ngibuini, Acting Chief Executive Officer, Nairobi Water Conservation Impropriety regarding execution of the Sh10 billion West Pokot Dam (Sinohydro) project. Other allegations are that the structural cabling of the headquarters building was not properly done. Alex Kabuga, CEO Kentrade Agency Alleged irregularities in procurement and staff recruitment; single-sourcing of Sh1 billion window system; falsification of tender committee minutes to favour certain bidders and doctoring management reports and books of account. Charles Tonui, MD, Kenya Pipeline He also faces an inquiry for making irregular procurements for the award of tenders to Petro City, Redline Company and Lelan Koech and Company advocates. Ronald Musengi, Commissioner, National Police Service Commission He is accused of involvement in irregular procurement of Konza-Malili Ranch. The case is currently in court and also features former Information PS Bitange Ndemo. Ukur Yatani, Governor, Marsabit County He is accused of abusing his office in purchase of motor vehicles for his government; implementing a fencing project; manipulation of the county budget, mismanagement and general corruption. Lucy Mbugua, Managing Director KAA Inquiry into allegations of irregularities in the award of tender for development and operation of duty free shops under a single licence at JKIA. Richard Momoima Onyonka, MP, Kitutu Chache Abuse of office in the purchase of sugar from Chemelil Sugar Company for IDPs using CDF; Amount: Sh132 million Peter Munya, Governor, Meru County There is an inquiry into alleged abuse of office; misuse of public funds on fuel, service and repair of private vehicle registration TCD 385 EAC.
